Child Alimony - Please, help!

I am writing to get advice and clarity about the responsibilities of my daughter's father and my rights.

My daughter father is a Russian citizen, and has lived with me in a civil marriage for many years and is officially the father of my daughter, born in Russia. After separation, my Ex wished to pay informal child support at the stipulated amount. In the summer of 2017, my Ex relocated to the USA, Oregon. Currently, he works as IT specialist in a big Company. And now he refuses to pay alimony in the amount necessary for his daughter to live with me in Russia, blackmailing me that he wants his daughter to stay with him half of the year in turns of 3 months. I do not feel it is beneficial for our child since her studying will be interrupted and quality of learning will suffer. I am allowing her visits during the summer time.
I am wondering is it possible to request alimony formally from my Ex according to an income he earns in the USA and what will be the correct way to proceed with this request. Thank you in advance for your advice and help.
 
What visa /status is he on? The US takes child support very seriously. Not paying it for example is a reason to deny someone a citizenship application, or if someone is already a citizen they cannot get a passport if they owe child support. However you probably need to get a good lawyer to assist you with this issue, in terms of actually claiming it.

Thank you very much for the advice! He has a visa L2 at the moment. And his green card documents are being processed. Where can I find a lawyer? Do I need to find him in the US? after all, I live in Russia.
 
It’s best to have a US lawyer for this I think, you are wanting to get a court order set up/enforced in the US.

She needs to get a child support order first in her country of residence. In this case "Russia" then Get an attorney in The US to try and have said Child support order from Russia enforced. It's alot of. Moving parts and won't be cheap. Chances are that order might not be upheld By The US Either. Definitely need to start in Russia First tho!!

Everything you stated needs to be Handled in your own Jurisdiction first. In your case your Country. As sussie stated. Get a lawyer but has to be in your country. That should be your first step
