Chicago Labour Certification Status

Hello,
I get a message like "Case no 054225xx received at the Regional Office on May 5, 2003 with a DOT code of 030.162-0xx has been certified. This status was posted on on July 21, 2003" when I call this automated telephone system based on my emp phone#

Does it mean my labour certification has been approved or does it simply mean they are processing it currently
what does "certified" mean?

Where did you apply for SESA ? Wisconsin ? IOWA ?

Also how long did it take to get your Labor Certification ?
