Recently there was a confusion regarding whether first time H1B applicants need to be interviewed. I got an email from the chennai consulate that stated that all H1B and H4 must use drop box. So whatever it was, must have been temporary. Please: no need to "double-check" by sending more emails, as they might get annoyed. For other consulates, contact them if you have questions.
