Chennai - H4 visa - LCA and W2 difference

Hi,

For H4 visa, is it better to avoid Chennai consulate if there is a difference of pay in LCA and W2 and go to some other consulate like Delhi, even though the person is from Chennai/Hyderabad area. If anybody with this problem and went to other consulates avoiding Chennai consulate, please reply.
