As of May 1, 2003, applicants for permanent residence will need to apply in their country of residence or country of nationality. Please refer to the list of countries below to find the Canadian Visa Office for your region.
 
If you have been residing legally, say in Brussels, for the past one year or more, you can apply at the Paris office. This applies even if you are not a citizen of Belgium.

Hope this is clear.
 
To my understanding it means that anyone who is not PR(like h1-b visa holder ) cannot apply for canadian immigration from 1st May onward.GC holders are PR in US.

I also think in that way. For example, if you are citizen of india and work in US on H1 visas and if you want to file for permanent residence in Canada then instean of applying in Buffalo you might have to apply New Delhi.
Please comment/correct it.
 
I think what CANI said is correct.

“If you have been legally admitted for at least one year to OR
are a citizen of one of the following countries”

So, if one is admitted to US for more than an year, should be able to apply for permanent residency through Buffalo visa office.
