check payable and where to file

Last time when I first applied to EAD, the check was
payable to USCIS. But I just checked the I-765
instruction, it says payable to Department of Homeland
Security. Which is the correct one?

Also where should I file the renewal? I am in NY and am category c(9) (I-485 pending). I ask because the first page in the instruction for I-765 says that if I am c(9) "Aliens filing a family-based application for adjustment of status (I-485) who are presently required to file with the USCIS local office having jurisdiction over their place of residence", I should file with Chicago office. While the c(9) in the EAD card is just justification under I-485. Are they the same c(9)?

And later in the instruction it says if I have 485 pending I should file with the office where 485 is pending. Sooo confused...

I know the instructions are confusing and contradicting themselves.

My I-485 pending at NSC. However, my attorney filed my EAD/AP renewal at VSC, based on the place of residence or work (i live in NY).

But they say one should file the EAD/AP renewal at the same service where your I-485 is pending.

I sure that one has to file the EAD and AP at the service center where you I-485 is pending , for c(9) cases, that is employment based category.
