Changing jobs when H1-B is approved but not in force yet

Is it possible to change employers during the period when the H1-B petition is approved but the H1-B is not valid yet (will be in force in October)?
Does the new employer need to file a new H1-B petition (and it is subject to the cap) or i can file the transfer of the H1-B visa approved by a previous employer?

hello,
i did similarily last year-yes u have to apply for new h1 with the new employer and yes it comes under quota - if u already quit with the company A whose h1 is approved starting october'05
