Changing from J1 to F1-Is it a possibility?

Dear all

I am on a J1 visa(subject to 2 yr HRR) which is valid till October 2008.

I believe J1 waiver should be obtained only when applying for work visas like H,L visas and for green card application.

I am looking forward to apply for the F1 visa.

For changing from J1 to F1 status, do I still need the J waiver?

For my F1 visa application, should I have to go back to my home country?

I will be very much thankful for your time and reply.
 
Technically it has been possible to go from J to F status without a waiver, but from what I understand, the USCIS will not let you do a change of status in the US without a waiver of HRR. Therefore, you would probably need to go to the US consulate with your SEVIS I-20 and other documents in your home country for the F visa stamp. That's as far as I know.
