Changing Employers without EAD.

I am on H1B (10th yr going on).

My I-140 is cleared and my priority date is from Jan 2004. I'm renewing my H1B for 3 yrs this year end.

Once that is approved, can I transfer H1, do a new perm and I-140 and then use the old priority date from my prev company ?

Why can’t if your old employer does not revoke your LC and they are willing to say they are still interested in hiring you in case the RFE is issued?
