Changing Employer after I-140 approval

I have got my I-140 approved a while back and I waiting in queue due to EB2 retrogression. I also got my H1B visa extended for 3 yrs based on my I-140 approval. Can I change my employer now? And then apply for Green Card again thru my new employer?
Is it legal to do that?

Any advice is highly appreciated.
