Change to F-1 if immigrant petition has been filed

I plan to file an I-539 to change from H1B to F1. I-140 has been filed for me in the past (but not I-485). Given that, is it better to apply for the change of status from within the US or from the home country? Also, what kind of supporting documents will strengthen my case?
