Change of status while waiting for extension

My cousin's I-94 is expiring on 30th September 2005, and he is applying for extension of his b1/b2 visa. While waiting for the decision after september 30 can he apply for any other status such as F-1 or F-2 (if he marrys a F-1 holder)? or would he have to wait till the decision is taken?

you can do both

You can do both. I did the same a while ago and I did not have any problem afterwards getting my status approved. Very important keep all the papers that you filed.
I came in US in 1999 as visitor with B2 visa and I got 6 months to stay on my I94. I applied for extension for another 6 months through a lawyer and immediately after I applied for an F1 visa. My I539 for extension was approved in about 3 months and after another 6 months I had my I539 for change of status to F1 visa approved too.
