Change of Status J1 (2Yr HRR) - F1

Hi all,

I am on a J1 status having 2 yr Home Residency Requirement. Is it wise to apply for a change of status to F1 apart from home country, like Canada?

What are the rejection rates of the US consulates?

I have never "overstayed" in US and my current visa expires in 1st week of October.
