Change of Status at what stage of J1 waiver process ?

Hi Friends,

I am on J1 visa and have applied for the waiver to the DOS. My online status shows "Department of State Decision: Pending". The DOS is waiting for the NO OBJECTION CERTIFICATE from the Indian Embassy.

I have been accepted into a graduate program and wish to apply for change of status from J1 to F1 student.

At what stage of J1 waiver process can we apply for change of status ?

I would be highly appreciative if someone could help me with this information. Thank you.

Hi,
I was on J1 visa to states but after finishing courses, I went back.
Now, I am back on F1.
I want to apply for waiver on the basis of NORI.

Would you please guide about the process?
DO i need to hire a lwayer or I can handle it?
