Change of Consulate for first time H1 stamping?

Hello,

I chose Chennai Consulate for H1 (first time) visa stamping though my district comes under Mumbai's jurisdiction (Because Chennai appeared to be less busier than Mumbai). Now that I am trying to get an appointment, I only get the options of Mumbai (the dates are far in the future) and Delhi. Then, can I go to Delhi since i am a fluent English speaker ..without having to request the INS for consulate change ?

Please help me with this. Thanks so much.
 
You can go to any consulate in India as long as you maintain a U.S. address. Otherwise you have to go to the consulate as per the jurisdiction.
