Change of address after stamping

I had my passport stamped about a month ago. Now I have to move. Who should I call to update my address so that the plastic card will be sent to the new address? The VSC or local INS (in my case Newark)? Or should I just wait for the post office to forward the mail to me (is forwarding allowed in this case)? Thanks. Y. Wang
