Change from J1 to J2

I hold a JI Researcher visa that will expire in August 2005. My wife holds her own J1 as a student which she can renew until December 2006. Can I change to J2 as her dependent without first serving my HRR? Do I need to get J2 outside the U.S.? Thanks so much.
