Change from J1-Medical Reseach to J1-Clinical, should I apply first for a waiver for the 2years out?

This is just a swicth from a J1 program to another J1 program, right? I think, you can do it without going outside of US. Try ask the officer of the J1-Clinical program. They will take care of your DS-2019.
