My I-140 was filed by employer July 2003, and is still pending at NSC. It was filed with AOS selection, now I think consular processing might be an attractive thing to do, it could save lots of time to get the GC.
If I want to change to CP, what should I do to make this change BEFORE I140 approval? I know one can file I-824 AFTER 140 approval. But since my I-140 is still pending, can I request the change
by just writing a letter to BCIS without filing I824? Who should write the letter, employer or myself?
