Chances of rejection? USCIS asked me Question/Explanation about experience. 2008 Apr

I'm working in US for past 4 years. My brother got an offer from a US company last year and they filed for H1B (Electrical Engineer). He didn't make the lottery and the company refiled it this year. The company is saying that the attorney received a letter from USCIS asking for explanation about the experience letter we provided along with the H1B application. My brother has 3 years of exp as of 2007 Mar(this is the experience letter they used for 2008 Apr filing also)

My brother has has 4 years as of 2008 Apr.

USCIS is saying that the candidates experience letter has not much relevance with the electrical project to which he is recruited for.
The experience letter we provided are letters from companies in India + U.A.E that just mention the start and end date and the job title. The letters we presented don't have much job responsibility description.
The employer is saying that USCIS is getting very stricter now and they are looking closely into cases which has only 3-4 experience.
The employer is also saying that even if we submit a modified experience letter as a response to USCIS the chances of approval vs rejection are 50: 50

The employer adds that if we withdraw the application at this point it will leave the candidates profile without any black mark. But if they reject the H1B it will leave a black mark in my brother's profile and might affect future H1B filings in the coming years (even after gaining 4-5 years of experience)

Is it true that rejection leaves a black mark on candidates profile?

We are scared about the black mark and thinking of withdrawing the application. Should we withdraw or give a shot by giving a modified experience letter (from current employer in U.A.E and past employers in india) with much more detail in it?

Please help. I will appreciate your answers very much
