What are the chances of getting a green card, after I140 is approved?
At which stage of the process can one say that it is 90% certainty of getting GC, whether I485 process or consular process?

Until you actually receive the green card, it's never a certainty. The 485 process can also be problematic if you have an shady past, TBC or other terminal illness, or simply a birth certificate not including all information necessary.
