Certified copies

Does anyone know if we need to send certified copies of just photocopy of documents.. I am talking of documents like

1. Marriage certificate copy
2. Ph.D., M.S. degree copy
3. Affidavit of Date of Birth from parents
4. Also, do I send the transcripts of my Ph.D. or not...

I believe that if you submit a translation from a foreign language, such a document should be certified by a translator and notarized by a U.S. Notary public (a translator is signing a document before a Notary).
According to current CIS regulation, you may submit a plain photocopy of a document in English. But it never hurts to notarize every copy. Just take an original and a copy to a Notary public, it will cost you about $3-5 per page.
I am not sure about transcripts. I submitted just my Ph.D. diploma with an evaluation stating that it's an equivalent of the U.S. Ph.D. degree. But if you obtained your Ph.D. in the U.S., of course, you do not need this. Photocopy of your diploma should work just fine.
