Cases being assigned to officers

I recently(a couple of days ago) saw a ND approval whose first 5 digits of the EAC numbers were exactly identical to mine.
Can I then assume that anyone who have the first 5 EAC digits identical have the cases definitely assigned to the same/another officer?
Anyone has been able to determine a pattern as to how cases are being assigned to officers?

I assumed that my case was assigned too as another person on this portal who had the same ND etc had posted that an IIO told him that his case was assigned. I called INS last week and was told that my case is likely to be assigned soon..

INS does not have patterns

I have seen approvals of ND much later than mine, but when I called the iio said mine was not assigned.
 
Will assignments slow drastically as there are more security checks and

Officers will be pulled to do this work , more important
to the country than approving GCs ?
