I called twice in May, the IIO said my case was "under review".
On 6/6/2001, the IIO told me my case was "assigned to an
officer" on that very day and a week later another IIO said
it was "assigned to an officer".

So I assume "under review" and "assigned to an officer"
are different.

It should have been vice-versa. The case should have been assigned first before it is reviewed. Don-no the logic behind it. May be its INS way of doing things.
