Hey guys ,
I just got this update on my case that is over 8years old and I was wondering why would they transfer my case to California from Texas ? Is this normal? Please read below:

On August 11, 2006, we transferred your I130 IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN to an office in CALIFORNIA SERVICE CENTER for processing. That office has jurisdiction over the case. They will send you a written decision as soon as processing is complete. You should receive a notice informing you that your case has been transferred to a local office.

Does this mean more time before a decision is finally made?
 
According to the Immigration Officer I spoke with last week, I-130 cases are being transferred out when the Service Center of jurisdiction is too backlogged to handle them in a timely manner (hah!). California is getting most of them because they seem to be the most efficient in the country at this point. Consider yourself lucky. This will probably speed up your timeline. Good luck !
