Case pending officer review

My wife (derivative applicant) got a letter from NSC in Nov (in response to a case status check - our cases are outside official processing times) stating that her case is under officer review and if she wouldn't get a response within 60 days she should check the status again. In response to my earlier inquiry (about my case) they said that all is ready to go (security checks and fingerprints have been cleared). So my question is how soon can we expect an approval? How long does it usually take to review a case? Does "pending officer review" mean that someone is currently working on the case? When I called they said no RFE was issued.
