Case in review

My application was filed in 2002. In 2003, after I went to my Natz interview in the local office and found out that my case was still in the district office, I received a phone number to an immigration officer from my military attorney. I called him couple of times and got to speak to him after hundreds of tries and voice messages. I was informed that my case was in REVIEW, and that no info can be provided.

I went to the district office and met with his supervisor. She made a phone call on my behalf and spoke to some lady on the phone for 5 minutes (I really couldn't tell if it was about me, but they are great actors there) and after that I was informed that the case is in review. I asked: Does it have to do anything with my country of origin, and the answer was: We can't provide any further info. Go play golf or something.
That was the last time I visited the district office.

What does CASE IN REVIEW mean? Why does it take 780 days and more to review?

Assuming you don't have any "dark secrets", you sound like someone who needs to see his congressman/senator immediately. (Veteran + delayed handling sounds like something they would want to take care of).
