Career advice Please help (United Nations, ginnu or other gurus!)

My friend works for Company A and is expecting his EB3LC (PD Dec04) to clear from PBEC soon. He has been working with company A for quite some time now and wants to change to another company B (since EB3 India is so retrogressed). H1 6 years will expire in oct07. He plans to file 140 as soon as the LC clears. When is the best time to move to company B?

a. Get LC from A then move to B and then file EB2PERM/140 and then apply for 3 yr. H1 extension based on new 140? If so will he be able to port his earlier PD(assuming company A will not revoke his lc)?

b. With EB3 140 approved from company A, lets say he files his H1 extension for 3 years and gets it. And then moves to company B? Will he be able to transfer his H1 to the new company? Will he be able to port his earlier PD (assuming company A will not revoke his lc/140)?

Gurus - would appreciate your advice. This whole retrogression thing is screwing the career of many.
 
I am not a guru, but would like to throw some insight.

Plan A --I don't understand why he should wait to get Company A LC to be cleared to move to Company B. If your friend has the Comapany A's LC receipt that is enough to get H1 extension with Comapany B. I am sure about this but you need a good lawyer to do it.
Plan B -- Yes, this is also possible. But it depends on the cooperation from Company A. If Company A decides revoke 140 during his transfer of H1 or PD, he will have lot of headaches. If Company A is a desi company, I would consider this plan as the last option. When did we last see a desi body shopper with an open mind?
