Card or document undelivered by mail

Hello,
My mother i law who is a permanent resident filed for her two unmarried sons in 2001. After that they have not tracked the progress of the case alhough they have a receipt number. yesterday they gave me the receipt notice for both and asked me to check the status online. When the checked the status online(I130) it said that they mailed a card or document was mailed and it was undeliverable. (This LUD was on April 6th and 19th 2006.) Obviously when they moved they did not do a change of address with the USCIS. I have a couple of questions here and would really appreciate if i can get any help.

1. When she filed for her sons they were unmarried and now they are married with kids. So how does this work out. Does she have to call them and tell them that they are married with kids?

2. Changing address means just calling the national service center and giving them the new address. Is this correct?

3. Are there any one with the same situation where some document was returned undeliverable.

4. Any ideas what should be done from this point on.

I stand corrected but I believe it puts them in a different category/preference with a longer waiting period. Again I'm not so sure. I checked the USCIS website and I didn't find any preference category for married sons and daughters of permanent residents.

She could apply for citizenship which would put her married children(and their spouses and children) in the third preference category.

Schedule an infopass appointment in addition to calling the 1-800 number

i believe your mother-in-law has to be a citizen to sponsor married children. there is not category for married children of LPR's. the category changes and their wait time will be even longer. i have a friend whose mother sponsored all of them. his sister got married just when their priority date became current and she went for the interview. but the officer would not allow her to adjust, as her mom is a LPR. luckily she's married to a USC and her husband petitioned for her immediately. my friend was allowed to adjust b/c he's not married.
