Cancelling Passport

I've been searching on the Embassy website for any form or process to be followed to cancel the passport, am in DC so can easily go there, but need to be aware of the process before one waits for 1-2 hrs in the crammed space...

Is submitting a cover letter with passport sufficient, any fees?
 
Just stop by (if you like to) with your USPassport and Indian passport. They will stamp the Indian passport as cancelled and thats the end of it. no fees, no cover letters, nothing.

Do they need to see the US passport -- I'm most probably a fortnight away from receiving it, do have a copy of the naturalization certs, maybe that will work.

I would say, since there is no hurry in canceling the indian passport, wait until you get your U.S passport. You are not Indian Citizen anymore and your passport is as good as canceled. The formal "canceled" stamp from consulate will make it unusable in case someone steals it.

Are you applying for OCI? If so, you can mail Indian passport for cancellation and US passport for stamping U-visa. Probably they can let you walk-in.

If you are not applying for OCI, but you want to cancel Indian passport, you don't have to do it unless you want a Indian entry/tourist/visitor visa. If you need an Indian visa, you must send Indian passport in order to cancel to avoid confusion at the visa control at the Indian airport. Remember dual passports are not allowed in India.
