Suppose you land in Canada, get the PR card and return to the USA without establishing a home or apartment in Canada, without getting a SIN card and without getting provincial health care. Do you still have to pay taxes on your USA income?

Without ties to Canada (especially without a SIN), it's hard to see why you would have to pay any taxes. Ties would consist of real property, cash/investment accounts, etc. Revenue Canada used to have 1-800 numbers to ask questions (even worked from the US).

Without any residential ties and not claiming residency will exempt your from paying taxes on any non-canadian income
 
But suppose you have SIN and bank account but not residence and health card then what would be situation? I mean liable to pay Canadian taxes on your "World Income"?

Nope

Without House, Spouse, Healthcard, DL and other residential ties , you are not liable to pay taxes to Canada provided you do not claim this period as a residency in canada.
