if you are a landing immigrant in canada and a citizen of Commonwealth country like India, you do not need a valid visa to enter USA. However this is a priviledge to those citizens, and immigration officers at POE can use their discretion to allow you or not.
Its better to get a H1B visa at a American consulate in india.
