Canadian PR Visa Stamping

The Canadian consulate - Buffalo requested mail in my passport with in 30 days for Visa stamping. Currently I am on a business travel for which I need my passport. I will be in India between 3rd Oct to 16 Oct. will it be possible for me to mail my passport to the Canadian consulate – buffalo and get it back with in the above mentioned time frame? If any one experienced similar circumstance, please let me know.
 
Is this something that the Canadians have started doing only recenlty (asking you to mail them yr passport ) ? I thought the passport was stamped when you landed in Canada.

Also, Raghu, please give us your dates (when u applied/recvd medical forms and landing papers).

I got my passport back within 10 days with immigration visa stamped on it. They sent it via regular mail. I mailed it via UPS next day air. They are very quick in stamping the visa.
