Canadian PR consulting in US on behalf of his Canadian company?

Is it possible for a Canadian PR to start his own business in Canada and do consulting in US on behalf of his Canadian company?

Is it legal to do the same beeing physically in US? If I'm a US reident from tax point of view (temp visa without work authorization) - can I do consulting in US, get paid in Canada and then declare it as "foreign-earned income"?
 
You cannot work for any other company in US (It is equivalent to illegal working ) . Does not matter where you get paid.
