Canadian PR apply U.S. visa_Pls Kindly Help

I am Chinese Citizen, Canadian PR, live in Toronto, plan to interview at Ottawa to get B1/2 visa. I am not sure about the 1) should I pay 133 USD in Scotiabank and receive a receipt, then hand it to interviewer? 2) can I receive the visa at the same day of interview? if not, how many days after could I get?
