Canada Work Permit during PR application going on ??

Hi,

My brother applied for Canada PR 1+ year back. No decision made yet.

He is planning to get Canada work permit. But, he got some info like this, if Canada PR is going on, then you can't get Canada work permit. OR when/what other way is to get Canada Work Permit ?

Is it true ???

Is it possible to get Work permit for a Candidate, when his/her PR application is in process ???

If yes, then any benefit PR applicant get, under arranged employment points ??

If candidate is coming to Canada, and after that Candidate has to apply for PR again or older PR application will be considered/continued ??
