Is it true that the Visitor Visa for Canada can be obtained for me by my friend (ie., I need not go for Visa Stamping but my friend can take my passport and other documents and get it stamped for me)

Not true. Some people apply by mail. In that case, the visa may be granted by mail if the paperwork is perfect. But if called for an interview, YOU have to attend it.
