Canada Stamping In Lieu of Change of Status?

I am currently on F-1 OPT status. I am planning to leave the country for a 16-day vacation from Feb 27 through Mar 15. Of course, the March 8 filing date for the 20,000 extra H1Bs for masters/doctors falls exactly within that time.

Do I assume correctly that my temporary trip abroad bars me from applying for change of status on the I-129? Instead, can my employer simply file the I-129 without requesting change of status, and can I then go to Vancouver within ten days of the start of my H1B employment (different employer than in OPT) to get an H visa stamped in my passport?

If my employer files w/o requesting change of status, does that mean we don't have to submit copies of
-my passport,
-my F visa,
-my I-20, and
-my EAD?
