Canada immigration funds

I am in the process of starting the canada immigration process. I have two questions.

When do I need the funds to prove that I can support myself- at the time of sending initial application or later. I need to show 16000 canadian dollars for a family of three.

Second- I need 16000 canadian dollars. Is that amount in bank or net after deducting credit card and medical bills etc.

You have to submit the details of funds during initial application and if your PR is approved, while landing you have to show the proof again at the port of entry.

You can show your bank balance. No need to reveal the credit card/bills etc. They are not going to check those.
