Can you travel outside US after applying for Citizenship

Can you travel outside US after applying for citizenship? If so, are there any restrictions?

I thought that one can apply for citizenship after fulfilling the requirements that is living in the US for 30 months and not living abroad for more than 6 months. Once 30 months are up, now he/she can live abroad for more than 6 months.

Am I right?
