Can you re-enter on AP if I-485 was denied while abroad

Hi,

My father is abroad on AP and they sent him a notice for an interview to the wrong address and naturally he did not show up so they denied his case.

I am filing the MTR, but i need to know if he can still re-enter on his AP while we wait on their decision to re-open the case?

Also, where should i file the MTR? In the local office that had his interview scheduled and subsequently his case denied or with the Vermont office?
