Can you NOT work while the H-1B transfer is pending?

If you have employer A and employer B files for transfer, can you NOT work (quit employer A and stay in the US), until the transfer gets approved?

You can start working in your company once you get the receipt of your H1 transfer application from USCIS.
You do not have to wait for your original approval notice.
