can we work on 2 company at same time

my friend works on h1b with one comapny A and has h1b visa stamping in passport, later he joined company B and has new h1b approval notice now company A offers him for part time job to work for some 10 hours week , can he do that is it legal waht are steps to be followed kindly revert back with ur opinions...........

your friend can work part time with other company HOWEVER company A has to change LCA from full time to part time; company A has to inform USCIS and change LCA with lower salary.
