Can we withdraw I-130, I-485

My mom's I-130, I-485 is pending, filed by my USC sister in Aug'05.

here is my mom's current situation.
.Mom has 10 years multiple visitor visa.
.She came to US six months back on visitor visa
.I-94 was until upto Jan-10-06.
.She received her EAD in Nov'05, which was filed along with I-130, I-485.
.Now she wants to go back to home country (she doesn't have parole) for good and not interested in pursuing her GC here.

My questions are :
1)Can we withdraw her I-130, I-485 now?
2)Can we start consular process (if there is any), while she is in home country
3)If we abandon her I-130, I-485, will her 10 years visitor visa be in trouble or she can travel on visitor visa anytime w/o any problem?

Please advise.

Yes you can.
2)Can we start consular process (if there is any), while she is in home country
If she doen't want the GC then why consular process?
3)If we abandon her I-130, I-485, will her 10 years visitor visa be in trouble or she can travel on visitor visa anytime w/o any problem?I would not suggest to just abandon I 130 and I 485. If you don not want GC withdraw your application. It won't affect her visitor visa.

Please advise.
