If you have already sent AR-11 you do not have do it again. You can just call BCIS and inform them or else You can tell them I have already informed but does not know whether it is updated on USCIS records want to confirm.
It did work in five cases. All five cases got approved. Three at TSC and two at VSC. In another case the person got FP notice within 15 days of change of address. In all the approved cases the change of address was sent like one month before expiry of FP.
Rationale behind this theory is the change of address will always go to the person who is handling your file. So at the time of changing the address he will go through the case. If FP is getting expired soon he may approve you case. Or generate FP.
I do not know it works for every one. But for our cases it worked.
