Can we say - Sep 80% complete ?

Can we say Sept is 80 % complete. Depending on this VSC may change the processign date from Sep 30 to Oct 15. Just wondering and seeking others thoughts on this.

The adjudicated (i.e. "touched") Sep-01 cases in Rupnet are at 69%. Since about 15-20% of Rupnet filers never come back to complete their cases, I can only assume that 69 x 1.15 ~= %80+ easily.
