Can we request transfer case from one location to another??

My case got transferred to VSC-Atlanta service center on 09/27/04
.I am living in DC but my case got transfered to Atlanta .So can we make an internal transfer request from Atlanta to Washington DC and how should I make a request? Is this good idea or bad idea ?
