I am just wondering to know :

1.Can we get the EAD at the local INS office if Rd is over 90 days????

2.what is the difference between the iEAD and EAD.

3.if we change the employer, what are the issues to be clear with the new employer ( with respect to the 485 processing) like ins support, salary and if any.

depends on the service center.. Assuming CSC, ref: http://www.immigration.gov/graphics/fieldoffices/sanfran/aboutus.htm

Interim EAD:
You may appear in person at the San Francisco District Office to obtain interim work authorization if you have not received a decision within 90 days of receipt by the BCIS (formerly the INS) of a properly filed EAD application, or within 30 days of a properly filed initial EAD application based on an asylum application filed on or after January 4, 1995. You must apply in person for same day service. Please bring proof of identity and any notices that you have received from the BCIS (formerly, the INS) in connection with your application for employment authorization.

2.what is the difference between the iEAD and EAD.

Issued as temporary card untill the actual application is approved.
Works the same for all other practical purposes. OffLate given for 240 days. It looks quite shabby compared to the original.

God, it is a whole different area. Look in to the AC21 cases with specific questions.
