Can we get the case number on-line?

I'm currently preparing my "A statement demonstrating why the exchange visitor is eligible to receive a waiver of the two-year
home country requirement of the exchange visitor program. The length of the statement may vary;" I really don't know what's the correct thing to write. It's differnent from statement of reasons. right?

And I also find a note saying:
"IMPORTANT: It is not currently possible to "submit" the data electronically, or to pay any fees online. All documentation and fees must continue to be mailed to the Department of State."

That means we cannot get the case number immediately on-line?
BTW, I try to apply waiver through IGA (NSF).

Would you please help me work it out? Thanks a lot!!!

You are on the right track. That statement is the same as statement of reason.
The case number will be generated online at the end of the procedure. Its just that you will have to print the pdf file that the online procedure generates and send it with other required documents and fees to the DOS address as specified. Once they receive your packet, you can access your case status online.
Another advantage is that you save a month by the using the online procedure. Otherwise you would have received the case number after a month of sending the completed DS-3035. Now using the case number that the online procedure will generate, you can start the waiver process from your embassy.

My case is IGA waiver and supposes to be more complicated than No Objection :)
I guess I need to write much more than a couple of lines... in either "A statement demonstrating why the exchange visitor is eligible ..." or "statement of reason".

In other words an applicant should first apply for a J-1 waiver based on the NOL from the applicants’ home country and this NOL waiver should be denied by DOS or (USCIS).”

This statement is based on my experience (Feb 2003). BTW, did you contact Eduardo Feller or Elena King from the NSF Office of International Science and Engineering regarding waiver procedure?

Do you think "A statement demonstrating why the exchange visitor is eligible ..." and "statement of reason" are the same or the similar? How many reference letters are reasonable in your opinion? How to do "Failed Recruitment Attempts"? just post an ad to a local newspaper then collect how many response...? thanks again.

I am not an expert in the ‘NSF waiver’. I got a waiver based on NOL from my home country approximately one year ago. I mentioned in another thread that I was a J-1 Research Scholar and I received funding from NSF grant. NSF is an U.S. Government Agency and for this reason I was a subject to 2Y HRR. Originally I decided to get IGA waiver from NSF. At that time I became PI and co-PI in other two NSF grants so NSF was a real IGA for me. I contacted NSF through my NSF Program Manager but Eduardo Feller and Elena King explained me that I have to exhausts NOL procedure first. I did that. Unlike your case I received NOL from my country and got ‘Favorable Recommendation’ from DOS.

What is your reason to be a subject to 2Y HRR (US government funding, home government funding, skills list etc.)?

I don’t know. When I applied for a waiver (2003), form DS-3035 was different and it was no question "A statement demonstrating why the exchange visitor is eligible ...". I filled out only a "statement of reason". NOL procedure doesn’t require reference letters. So, I have no idea.
