Can we file PERM without PWD from DOL ?

Is it possible to use employer's wage determination instead ?

No you cannot file without applying for PWD. If PWD as determined by the SWA is unacceptable, then employer can challenge SWA's determination or submit an alternative data source or survey for determined wage.
